EXPERT WITNESS 

Clarke and Jay Surveyors provide Expert Witness reports for court proceedings. Dominic Jay has successfully completed the RICS Expert Witness training scheme and our reports are CPR compliant. 
 
We are instructed by solicitors or individuals to provide expert opinion on valuation matters, construction defects and damage to property relating to insurance claims. 
We have recently completed work relating to flood damage, valuations in relation to matrimonial matters and defective workmanship in buildings. 

PARTY WALL 

Clarke and Jay Surveyors provide advice and act as Party Wall Surveyors. The Party Wall etc Act 1996 provides a framework to allow building owners to carry out work to their properties when the work may affect the Party Wall or foundations of their neighbour. 
 
It is important to provide the correct notices and gain agreement before work is commenced. If you are planning to carry out building work we would recommend that you have your plans checked before starting. 
 
The wall separating two buildings is known as a Party Wall. Building work has the potential to seriously damage the Party Wall and other areas of a neighbour’s property. 
 
The Party Wall etc Act 1996 is designed to allow work to be carried out whilst protecting the neighbours’ property and rights. Under the Act certain procedures must be followed before and during any planned building work. Works may include excavations for foundations or work that directly affects the party wall. 
The Act helps to reduce disputes between neighbours by agreeing and documenting the type and method of any planned building work, when it is likely to take place and the condition of existing structures. The details are agreed in the Party Wall Award prepared by the Party Wall Surveyors. The Award will define issues such as when and how the work will be carried out. 
 
A photographic schedule of the condition is usually prepared and agreed by the surveyors before the commencement of the works and this forms part of the Party Wall Award. The building owner would be responsible for any professional fees and repairing any damage to the neighbours’ property. 
 
We are experienced in acting as the surveyor of the building owner (intending to carry out work) or the adjoining owner (the neighbour) or as the agreed surveyor for both the building owner and the adjoining owner. 

PROJECT MANAGEMENT 

Clarke and Jay Surveyors provide Project Management Services. The service is designed to support clients through the repair, renovation and alteration of their homes. We can also assist with insurance claims and associated repair work. Our Project Management service is tailored to your requirements and would normally include:- 
 
Initial on-site visits to discuss and fully understand the client’s needs. 
Planning and agreeing the scope of the project and responsibilities. 
Preparing plans and submitting to the relevant Local Authority. 
Preparing a detailed specification for tendering purposes. 
Meeting contractors on site to discuss the specification. 
Receiving and analysing tenders with a view to recommending contractors. 
Appointing contractors on the client’s behalf. 
Monitoring the work being done and liaising with the contractor and providing progress reports to the client. 
Performing periodic (usually weekly) site inspections and dealing with matters arising 
Certifying that work has been completed to the agreed milestones and to the required standard prior to recommending contractor payments. 
Agreeing any variations to the scope of works with the client and contractors prior to work being undertaken. 
Performing a final inspection and liaising with the local authority planning and building control departments. 

DEFECT ANALYSIS 

Clarke and Jay Surveyors provide professional surveying services and can provide opinion on building defects. This will include as assessment of the materials, condition and defects. 
 
We are experts in building pathology and can investigate defects in structures. This may help to resolve long standing defects, insurance claims or claims against builders or developers. 
 
An investigation and report can be developed into an Expert Witness Report if required for court proceedings.
